Joseph Carnevale Stole three construction cones to make his "Street Art" in Raleigh North Carolina, but local police saw it as "Vandalism" and arrested the 21 year old college student. Joseph Carnevale Stole three construction cones to make his "Street Art" in Raleigh North Carolina, but local police saw it as "Vandalism" and arrested the 21 year old college student.
